The first disturbance to hit Washington surrounds the announcement by United Arab Emirates-based Dubai Ports World that it will take operational control of six of America's largest ports from British ports and shipping firm P&O. Lawmakers have threatened to draft legislation that will prevent the move until a "thorough vetting process" has been completed, a move the administration has vowed to veto.
