The first disturbance to hit Washington surrounds the announcement by United Arab Emirates-based Dubai Ports World that it will take operational control of six of America's largest ports from British ports and shipping firm P&O. U.S. lawmakers have condemned the Bush administration's decision to approve the deal, arguing that it will make the country more vulnerable to terrorist attacks. Lawmakers have threatened to draft legislation that will prevent the move until a "thorough vetting process" has been completed, a move the administration has vowed to veto.
